首先,需要在法律層面,對住房租賃行為進行規范,逐步將全社會的住房租賃全部納入監管。從而為政府調控住房需求奠定基礎。其次,要加強對租賃合同交易的規范。通過法律規定,強化對承租、出租雙方的權益保護。第三,在尊重市場主體意愿的前提下,采取稅收政策對房租進行調控。比如,對明顯高出合理水平的租金適用相對較高的稅率,抑制房租過快上漲。正如溫總理所說,“人人要有住處,可以買房,也可以租房,但租房的價格也要合理。”
