對(duì)符合下列要求的，直轄市、市、縣人民政府建設(shè)（房地產(chǎn)）主管部門應(yīng)當(dāng)在三個(gè)工作日內(nèi)辦理房屋租賃登記備案，向租賃當(dāng)事人開具房屋租賃登記備案證明：
To meet the following requirements, the competent department of construction (real estate) of the municipality directly under the central government, municipal and county governments shall handle the house rental registration and record within three working days, and lease the registration certificate of the lease to the leased party.
（一）申請(qǐng)人提交的申請(qǐng)材料齊全并且符合法定形式；

（二）出租人與房屋所有權(quán)證書或者其他合法權(quán)屬證明記載的主體一致；

（三）不屬于本辦法第六條規(guī)定不得出租的房屋。

申請(qǐng)人提交的申請(qǐng)材料不齊全或者不符合法定形式的，直轄市、市、縣人民政府建設(shè)（房地產(chǎn)）主管部門應(yīng)當(dāng)告知房屋租賃當(dāng)事人需要補(bǔ)正的內(nèi)容。
If the applicant's application materials are not complete or inconsistent with the statutory form, the competent authorities of the construction of the municipality directly under the central government or municipal people's government should inform the parties of the house lease that they need to make up the correction.
