對符合下列要求的，直轄市、市、縣人民政府建設（房地產(chǎn)）主管部門應當在三個工作日內(nèi)辦理房屋租賃登記備案，向租賃當事人開具房屋租賃登記備案證明：
To meet the following requirements, the competent department of construction (real estate) of the municipality directly under the central government, municipal and county governments shall handle the house rental registration and record within three working days, and lease the registration certificate of the lease to the leased party.
（一）申請人提交的申請材料齊全并且符合法定形式；
(1) the application materials submitted by the applicant are complete and in accordance with the legal form;
（二）出租人與房屋所有權證書或者其他合法權屬證明記載的主體一致；
(two) the lessor is in agreement with the main body of the certificate of ownership of the house or other legal rights.
（三）不屬于本辦法第六條規(guī)定不得出租的房屋。
(three) the house that does not belong to the sixth article of the present Measures shall not be leased.
申請人提交的申請材料不齊全或者不符合法定形式的，直轄市、市、縣人民政府建設（房地產(chǎn)）主管部門應當告知房屋租賃當事人需要補正的內(nèi)容。
If the applicant's application materials are not complete or inconsistent with the statutory form, the competent authorities of the construction of the municipality directly under the central government or municipal people's government should inform the parties of the house lease that they need to make up the correction.
